The Liberal-led Government has progressed a bold planning reform and infrastructure investment agenda. The Liberal Party is committed to underpinning Western Australia’s economic growth with a strong and stable planning system and transformative capital works projects, including Elizabeth Quay, Perth City Link, the Riverside Project and the revitalisation of the Perth Cultural Centre and William Street.
 
The reforms of our planning system include the introduction of Development Assessment Panels, a streamlining of the planning process to provide more robust and integrated planning systems and, significantly, the creation of the Metropolitan Redevelopment Authority (MRA).

Every graffiti vandal will be forced to clean up graffiti damage under tough new laws to be introduced by a Liberal Government, if re-elected.
 
Premier Colin Barnett said a Liberal Government will create a new ‘Graffiti Vandalism Enforcement Act’ which would consolidate existing graffiti laws and require courts to impose a graffiti clean-up order on adult and juvenile graffiti offenders.

A re-elected Liberal Government will commit an additional $30million to expand the State Underground Power Program over the next four years, which will deliver significant benefits to private residents and local government authorities.

Energy Minister Peter Collier said the State Underground Power Program has been an incredible success since its introduction in 1996 under the Court-Liberal government, with more than $300million being invested in underground power.

A re-elected Liberal Government will continue to provide the highest possible protection to Western Australia’s unique marine and terrestrial landscapes by creating one of Australia’s biggest national parks and the country’s second-largest marine park.

Environment Minister Bill Marmion said the Liberals would create Wanjina National Park in the Kimberley – stretching from Walcott Inlet in the south to the Lawley River in the north – and the Great Kimberley Marine Park.

A Liberal Government, if re-elected, will raise the payroll tax threshold to $800,000 in 2014-15 and then $850,000 in 2016-17.

Treasurer Troy Buswell said more than 16,000 employers would save $121million through this tax relief measure, building on the $250million in tax relief provided over the last four years.

Two new step-up, step-down facilities will be built in regional Western Australia to support people with mental illness under the Liberal Government’s mental health plan.

Minister for Mental Health Helen Morton said $6.2million would be allocated to build and a further $2.8million per year to operate, two new step-up step-down facilities in Bunbury and Karratha.
