Property Council Support Local Govt Changes

WA Property Council is in support of changes to Local Government boundaries and Development Assessment Panels.

Their stance:

"In WA there are too many Councils and this is affecting the delivery of Local Government services, including strategic planning.

Local authority arrangements in Perth are out of line with Perth’s growth needs and are restricting Perth’s future planning framework by making it harder to concentrate development around Activity Centres.

Making matters worse is the fact that local government plans do not conform to State plans for Perth’s growth. Stronger regulations are required to ensure local plans fit within the broader vision for Perth’s growth.

The 2012 Residential Development Council Development Assessment Report Card said this about local and state planning consistency in WA:

  • “Despite recent legislative powers to rein in and standardise practices, the system is still disparate with many local councils operating old-style planning schemes”.

In its 2012 Metropolitan Local Government Review, the board overseeing the review made a recommendation to Cabinet that local government boundaries should be structured around Perth’s economic and social centres.

Development of new economic and social centres is being stymied because not all local governments have planning schemes which reflect state plans for development.

The introduction of Development Assessment Panels has significantly improved the Development Application process in WA. We should build on this successful reform by enabling Development Assessment Panels to determine strategic planning outcomes, including rezoning applications."
